Ballarat Council officers say an extra $1.6 million is needed to finish the airport runway extension.
The funding is needed largely due to what’s described as in-ground latent conditions.
The project is now worth more than $7 million.

It comes after the Bridge Mall redevelopment jumped from a $15 to an $18.6 million project.
